unanimously approve the following declaration:

 

The Presidents

 

are convinced that a Europe growing together, which is close to its citizens and which is based on a bottom-up approach and on the principle of subsidiarity, requires strong democratic structures on the local and regional level;

 

therefore, explicitly welcome and support the efforts of the Congress of Local and Regional Authorities (Congress) aimed at the adoption of a Charter for regional democracy by the Council of Europe;

 

regret that the Congress’ draft Charter for regional democracy has not been a subject for discussion on the session of the Conference of European Ministers responsible for Local and Regional Government on 15 / 16 October 2007 in Valencia;

 

calls on the national governments to support the adoption of a Charter for regional democracy and to abandon any possible objections;

 

beseech the president of CALRE to transmit this declaration to the governments of the EU member states, to the Congress, to the Committee of the Regions and to the Assembly of European Regions.
