REGIONI E SISTEMA CREDITIZIO: ISTITUZIONE DELL'OSSERVATORIO SUL MERCATO CREDITIZIO REGIONALE 
 
L'Issirfa, attraverso l’Osservatorio, mira a completare e a migliorare la conoscenza del mercato creditizio regionale. L’Istituto indagherà il quadro generale intersecando diversi momenti: la raccolta e l’elaborazione dei dati sul credito a livello locale, l’analisi dell’evoluzione del sistema finanziario e della struttura bancaria e la selezione della normativa vigente in materia di credito. Si rivolgerà poi l’attenzione all’attuale contesto economico, con un interesse specifico all’andamento del credito in relazione alla crisi; seguirà un monitoraggio delle misure regionali a sostegno delle piccole e medie imprese, con uno sguardo particolare alla situazione del Mezzogiorno.
E’ necessario evidenziare i motivi di maggiore criticità attraverso una valutazione del contesto economico e giuridico, esaminando i flussi e le condizioni dell’erogazione del credito nelle varie aree geografiche e il problema delle diverse competenze tra Stato e Regioni. La ricerca dell’Issirfa può rappresentare uno strumento importante per individuare dove e come intervenire e per aprire le porte a nuove proposte operative su cui le Regioni potranno sviluppare le loro politiche in materia di credito.

The ISSiRFA through the Observatory aims to improve the understanding of regional credit markets. The Institute will investigate the general framework by looking at different dimensions: the collection and processing of credit data at the local level, the analysis of the evolution of the financial system and banking structure, and the current legislation on credit. Then it will focus on the current economic situation, with a specific interest on credit dynamic in relation to the crisis. The measures to support small and medium enterprises will be monitored as well, with a special attention to the situation in the Mezzogiorno.
The most critical issues have to be highlighted through an assessment of the economic and legal context, examining credit flows and credit conditions in the various regions, and the problem of the different responsibilities between State and Regions. This research project can represent an important tool to identify where and how to intervene and to prompt new operational proposals on which the Regions can develop their own policies on credit.
