A Position Paper by the Conference of Presidents of Regions with Legislative Powers

The attached position paper “Making Subsidiarity Work” was submitted by REGLEG to the Conference on Subsidiarity organised by the Committee of the Regions Commission for Constitutional Affairs and European Governance in conjunction with the Bundesrat. Jack McConnell, First Minister of Scotland and President of REGLEG, represented REGLEG at the conference, which took place in Berlin on 27 May 2004.
